Help...mp3 audio out of sync when converting for SD DVD

so past year or have been rather making blu-ray discs mix of hd 1080i footage, mp3 music files , various graphics files editied in premiere.  unfortunately, have several people insisting on regular dvds. (trust me, i've tried avoid this). has posed problem after problem.  latest being vexing , hardest figure out.  thought audio drifting out of sync, highlight re-cap @ end way off sync (tightly edited on beat in premiere - not close when exporting encore). have since discovered not in fact drifiting, place used music...it out of sync.  right @ beginning, in couple spots in middle, , @ end.  audio mixed in camera footage in sync...but music way off.  fine when playing in premiere...it fine when making blu-rays...but transcode or export out use dvd, these mp3 files way off.  there simple solution this???  dread doing sd dvds...they crap, , worse can;t edit on beat.  :-/  since encore has failed me in trying make dvds using dynamic link, trying transode in encoder.  different bit rates, , different audio types...dolby, mpeg, , pcm. same exact result.  btw...on side note why dolby frame different length regular frame?!  nevermind that...ugh...help please.

no idea why they'd work in bluray , not dvd, convert 1 of mp3's wav , see if helps.

mp3's not format, in part because carry metadata encore doesn't handle.
