Can't open Photoshop Elements 10 and can't uninstall it either

i've downloaded , installed photoshop elements 10 (free offer new intuos pen tablet).  when try open it, crashes.  tried uninstall see if re-install it...the uninstall stops midway , tells me file unchanged.  have program doesn't run , can't removed system.
