How do I make individual dynamic links for my users?

so can fill in 1 day, , month later change "registration" again? possible? need features?

let me make sure understand request...

 

are asking users information retained them when go fill out again, or url sent them not change when update form , want them go , fill out again @ later date?

 

you can send out url form , change questions , information in form @ time (this affect response table past responses stored want understand doing there) , when users go same url see latest changes.  information had entered not retained, need fill out form again scratch.
