Controlling autoupdate of Adobe Flash Player ActiveX with mms.cfg file

for several years have suppressed flash player activex autoupdating using mms.cfg file, setting "autoupdatedisable=1" -- , has worked without problem.

with constant updates of flash player security reasons, decided several months ago change autoupdate setting , allow flash player activex update automatically, without notifying user, checking every 7 days.  changed mms.cfg file this:

autoupdatedisable=0

autoupdateinterval=7

silentautoupdateenable=1

we using windows 7 64-bit, mms.cfg file copied/updated to: c:\windows\syswow64\macromed\flash, c:\windows\system32\macromed\flash

the problem randomly seeing across our 2500+ computers notification flash player update available.  occurring on machines mms.cfg file in place.

does else have same issue?  wondering if encoding of file, i.e., ansi or utf-8, has bearing on effectiveness of mms.cfg file. or has registry setting been updated overriding mms.cfg?

we believe file encoded in utf-8, difficult 100% of this.

thanks

currently running flash player activex 11.9.900
